Meeting rooms with a Teams Rooms device need a Teams Rooms licence, not a user licence. Teams Rooms Basic covers core meetings for a small number of rooms; Teams Rooms Pro adds management and premium room features. We supply the licences alongside the rest of your Microsoft licensing.
